If melodies are usually going up then bass can go down to find the same bass note needed instead of going up. It sounds better hands going in mirror or one hand goes right the other goes lest to avoid consecutive fifths [Bach].
Do melodies have a tendency to go up?
You may find for yourself.
If this is a rule, there are exceptions.

If melody usually goes up, why is this so? Phychological reasons?
In Hellenic up is άνω (hence anode), down is κατω (hence cathode).
If we start with άνω and add θρωσκω which means see we have the work Άνθρωπος which means human, hence anthropologie, philanthropist etc.
