How did the misconception arise that electron tubes vannot operate at low anode potential?

Perhaps from the fact that on ordinary common circuits with a cathode resistor, the electron tube is biased negatively 2 times. One by the heated cathode loosing electrons thereby becoming positive wrt grid. Secondly by further raising the cathode potential by the bias resistor. So grid becoming even more negative wrt cathode.
