A way may be by reverse engineering the intonation of real orchestras.
For example a nice symphony or even a nice sounding pop or rock song on the radio.
We try to adjust user defined notes on a synthesizer such as a Korg Ttiton in a way that agrees with what is heard on the radio.
We do this for as many notes as it may be possible.
Then try other music with agreeable to brain intonation until all notes are tuned.
The 440Hz global setting may need to be adjusted between songs.
If there is agreement on values or a close average is taken, the frequency in Hertz on each note can be found by tuning an online sine generator until no beat is heard for each note. Beatless notes at their fundamental means they have the same frequency.
