Stationary charges create electric fields.
Moving charges create magnetic fields.
Accelerating charges create electromagnetic fields.

For example electrons on the sun move up and down at a very high frequency. When the electromagnetic wave arrives on earth the electrons of our eyes move correspondingly up and down and we see. Metaphorically we may say that electrons are jealous. Those in our eyes mimic what happens to other electrons, so we see. Same with the mirror, the jealous electrons are in the silver conductor behind the glass.
Same with how radio works. Electrons dancing to the music inside the transmitter's antenna. Electron dancing to the same music inside the antenna of our radio.
