Replace only if there a obvious need. Rubber has memory but it may forget. Sound may improve after a long unused Uher is re run. (Always soft start electronic equipment that had not been used for long. Switch On and Off momentarily the first time and gradually give more On time. This gives the electrolytic capacitors chance to recover or reform).
Just rotating and placing the belt straight may make a marked improvement in noise. If original tribunal cross section belts are used there are 3 options. 0 degrees rotation on both sides, 120 degrees and 240 degrees. A seller on www.eBay.de sells round crossection belts for Uher report.
Replacing a belt need not be a nightmare.
The cover wisely says only an expert should attempt to do anything inside.
Anybody wanting and giving time can become an expert. Experience can be gained by playing with broken battery powered reel to reel recorders of perhaps lesser quality. Mains units should only be serviced by persons with full knowledge of high tension (voltage) safety procedures.
Some great books are by H.W.Hellyer such as Taos recorder servicing manual, and the book Tape Recorders.
Studying the original Uher servicing manual, enlarging the schematics etc is very important.

So one needs to make sure there is knowledge, experience before attempting playing with such a masterpiece of engineering.
The hinged circuit board can very carefuly be rotated after unfastenung just a screw somwhere in the circuit board. Then there is access to almost anything. (Make sure you temporarily put away the small metal spacing barrel below the circuit board together with the screw and washer so that it does not accidentally drop into the mechanism). In fact undoing the screw just as many turns needed may keep the cylindrical spacer around the screw as there is a rubber ring inside it.
